My guess is that someone reported the wrong site, that site complained and 
the deputies looked into it further and noticed the headers moved around. 
It is also possible it came up during a mailhost configuration or possibly 
someone just noticed on their own that received lines moved and reported it 
to the deputies.  As I said before, I have seen other headers move, quite 
consistently since I started using Exchange/Outlook but assumed the deputies 
knew.  The headers I saw change were primarily X- type headers, which are 
ignored by the parser anyway and MIME headers, but they matched within the 
message being forwarded, and since I was not making the changes, did not 
feel it was a violation.
