As I have noted on the forums, I have used Exchange/Outlook forwarding for 2 
years... I have never seen the Received headers move and my reports have 
always gone to the IP prior to my MX server but other headers do normally 
move around and others are added/removed by the forwarding action.

Now that they have found instances where the Received lines have also moved 
around incorrectly, it is more serious.  I don't believe the received 
headers moving is a widespread problem, but serious enough that is warrants 
the actions taken.
