[Scspamcop] Whose URL is Named?

I can't fetch the spam url in this one. Neither did SC. I thought it 
might be Base64, but
my decoder doesn't give joy and neither did ToastedSpam's machine;... 
unless I'm
entering it wrong.

I don't recognize anything source-wise. It might be some new player or a 
'familiar' using
a new ruse.

How would y'all handle something like this?
