Sorry I did not follow the link.  I use to report ebay/paypal spam 
directly to them. Now that I think about it, I stopped when I started 
getting bounce messages from ebay.

Seems most companies stopped accepting "public" reports. At one time I 
sorted the spam by type and had a list of abuse@ addresses I reported to 
for SW (MS, Adobe, etc), ebay, paypal, phishing, or bank spam. When they 
started bouncing I would  stop send to them until there was no one left. 
I think the cost of staff for a company to follow-up on individual spam 
became to costly.  Besides there are more effective approaches.
