I'd already tried that route, but thanks anyway.

Although it appears to be for non-account holders to report abuse, when 
I hit continue after selecting the type of report this leads to an eBay 
sign in page - not a lot of use if you don't have (and don't want) an 
eBay account.

What I really wanted was an email address, which appears to be 
non-existent from the eBay site - web forms don't really cut it, even if 
they worked, which this one doesn't.
