This is the actual question.  A companion scenario is brought up in 
Linear Posts 26 through 28 in the Forum Discussion at 
http://forum.spamcop.net/forums/index.php?showtopic=9580&st=20

Basically, if no Report is sent, there is no count increment to the 
SpamCopDNSB,.at least from the perspective of the user.
