It means pretty much what it says -- there was some sort of error 
looking up the reporting address. Could be a failure to access an rir; 
could be a failure within the SC system trying to access one of the 
database servers. Engineering added logging of certain errors a while 
back to try to pinpoint why some reporting address lookups fail.  The 
errors are almost always transient and a refresh of the page results in 
a completed parse.
