For injecting IPs:

for 24 hours ... no reports are sent for 24 hours; first spam after the 
24 hour period triggers sending reports again

after each 24 hour period

Clicking spam will cease for injecting IPs *only* turns off reports, it 
does not change anything  in the BL calculation

For URLs:

reports are turned off until a user executes the 'expert" logic at which 
time an email is generated to deputies for consideration as to whether 
to turn that URL back on for reports.
