I mean, tracert is useful even when the target won't echo a icmp or udp or
tcp ping, because it still tells you where the (or each) ping-type dies,
but it doesn't mean that the target is missing, offline, or stealthed.  I
just means that it isn't echoing that particular kind of packet.

Oftimes people assume something is offline if it doesn't ping or tracert.
