People stop taking anti-psychotics because one or both of two reasons:
1) Since they are 'better' after taking the medicine for a period of time, 
they don't think they need to take them anymore, and then the symptoms 
reappear
2) Anti-psychotics normally have undesirable side-effects and so people stop 
taking them because it makes them ill

Homeless people with schizophrenia tend to go untreated because there is 
no-one to look after them, and they have no fixed abode from which a part 
time carer can treat them from. The goverment also consider it too expensive 
to institutionalise such people until they have proved they are a threat to 
others (not themselves, they don't seem too bothered about that).
