Even for folk with insurance coverage for mental illness is extremely 
limited.

Insurance companies try to down code as many diagnosis as mental to avoid 
paying.  FWIW Lyme disease was and in many cases still, is denied treatment 
as a mental illness.

Government will often limit treatment for mental DX as a budget item.  GWB 
when gov of Texas did that and pushing the expense on to local law 
enforcement.
