I think the individual spammers (who each promote different products) 
and infected IP addresses are only indirectly linked.

Botnets of zombie PCs should be thought of as a black-market ISP. The 
botnet herders "rent" their armies of zombies to the spammers. So, an 
infected IP may spend the morning spewing about casinos, the afternoon 
spewing about ED products, etc. Zombies are like rental cars on the 
misinformation super highway.
