If you are buying fuel I don't think you get a spamcop address.
If you pay $30/year for the email and reporting service, obviously you
get a spamcop address.
I have never taken the fuel route, and it may depend on the amount of
spam one receives, but it is my understanding that the "flat rate"
offers a lot of worthwhile benefits over fuel.
