BCC is just a way for mail clients to allow individual users to not include
recipients in the To: field. There wouldn't be anything to do with BCC in
spamware other than having the same effect of not including the recipients
in the To: field.
There are some mailers that mistakenly insert an empy BCC field in the
header. These mailers are non-rfc and broken. BCC should never show
anywhere in the header.
