It's very likely you have correctly identified the problem. Outgoing 
filtering is a catchall to the spam problem, and easier than hunting 
down the zombies that are the source of the spam.

I had this very problem with my ISP (videotron.ca) filtering my spam 
reports to SpamCop. When I complained, they asked me to send a DSN (or 
similar error message) proving it was they who were causing the problem. 
Yet another case of customer support being brain dead and not thinking 
(or more likely not paid enough to do so) about the problem.

I report hundreds of spams/day (between 300 and 800 these days) using 
quick reports via Gmail's SMTP server without hassle. Gmail accounts are 
free and they do a good job of filtering the spam.
