Thank you Wazoo. I tried a couple of things. I added my Yahoo mail account as 
a CC on the report to SpamCop. The CC never arrived. I am using an Apple .Mac 
account for sending email. They appear to be blocking my submissions with an 
outbound filter.

I did take the raw source from a spam and paste it into the SpamCop web form. 
And I was able to report it without a problem. 

For my next test I think I will try a different SMTP server to send through. 
That may be the only problem.
