I can configure my MTA to block on just about any component of the message
being presented by the relay agent, and tell that relay agent anything that
I want them to hear. I can reject based on a local RCPT
(%User_ID%@example.org), and I can tell the sender, "Blocked by SpamCop"
when I do that. I *don't* do things that way (telling the relay agent I am
refusing delivery from that SpamCop is the reason for the refusal), but it
certainly can be done.
Obviously, such a dishonest response from the MTA will send the sender on a
futile chase, because their message was not rejected on the IP address, an
the relay IP address may not be in *any* block list.
