Perhaps -- and I don't mean to sound overly conspiratorial, I'm just
trying to rationalize Cox's response -- Cox has a new program of
"partnering" that allows some judicious spamming of their userbase
("monetizing the asset", "unlocking the value") that they don't want
users reporting to SpamCop etc.?
