I reached level 2 as well. Was told that cox has just started to notify
senders formally
of rejections which they have in fact been doing for some time without
telling.
They used the term "dropped on the floor".
I've known this for some time, since very few SC reports ever got through.
I've posted here in the past on this and haven't gotten any real advice
- theres nothing
anyone can do - their server, their rules.
I spent enough time on the phone to finally get a supervisor that
allowed that cox /may/ have
miscalculated, being "unaware" of so many people that filed reports
(frwd to SEC, FDA, yahoo, etc. also
don't go through).
This supervisor gave me his personal throwaway email account for me to
forward my abuse
addresses to and further promised to attempt a whitelist of said addresses.
I was told further that they are supposedly looking into how to resolve
this....
