Is this to be constructed as a first step in new directions? When can I 
expect new announcement: "Spamcop stops processing spam."?

Seems to me that since processing Usenet spam may be less than trivial 
and Spamcop was not good at it at all - instead of improving it it is 
deemed to be easier and less tiring to stop it altogether.
