I can't even figure out who is saying what!

However, IMHO, it is 'myopic and egocentric' not to understand 'why' some 
people could be enticed by some of the spam for reasons other than greed. 
In the USA, we allow those people to vote so why shouldn't they be allowed 
to use the internet?

Though licensing one to use the internet sounds like a good idea, it 
wouldn't solve the problem of spam - look at all the idiots who are driving 
on our roads!
