[Scspamcop] low importance - anyone know what this spammer is peddling?

I was wondering, is this spammer trying to perform ID fraud? - I've
remove their email addresses for obvious reasons. I can see no other
use for this spam, other than to collect ID, is this a new payload type
for spam?
