The spamsource advised SpamCop that the spam would stop.  SC isn't 
interested in reports on spam sent *before* that date & time (with some 
sort of grace period apparently thrown in).  Your tracking URL shows 
that example was sent 08:49 13 April -0000.  The nominated quit time 
(currently, for me) on your tracker shows in "ISP resolved this issue 
sometime after Saturday, April 14, 2007 12:22:44 +0800" = April 14, 2007 
04:22:44 -0000

This has been discussed before but not on a frequent basis.  I don't 
know why you have not seen such discussion but imagine you weren't 
around on any such occasion.  The "Web-based Bulletin Boards" (forums) - 
http://www.spamcop.net/help.shtml - are searchable for previous 
discussion in that venue
