After going around and around on their "contact us" phone number for
many minutes (402-935-2050), I didn't find any way to talk to an
actual human being.  Any suggestions?

After telling their voice recognition system that I don't have a
PayPal account (I do, but the first time through, it started asking
me for my phone number and registered credit card number, so I
decided to call back and say "no"), and that I hadn't given the
scammer any of my info, I was told to forward it to spoof-at-...
and delete the e-mail, and that I should log in and change my
password.

BTW, the PayPal phishing site is no longer active.  In its place
now is an eBay phish.  No data in the capture file other than the
phisher's test data (ie: "test" and "MoreTesting").  Aren't web
servers that allow directory listings fun?

I have already contacted eBay about this.  (I got an auto-ack as
well, but it was worded as an auto-ack should be.  ie: a notice
that they received my message.)
