There are currently 362 websites listed for that IP address and the ones 
I checked are still online.  (All listed below).

So I suspect that since its on a shared server, your site might have 
been compromised in some way and had probably been hacked and was 
serving some sort of phishing attempt or was being used to send out 
maliscious files.

If the other websites at that IP are still running, then the only reason 
Network Solutions would take down your DNS would be to prevent people 
from reaching your domain.
(Cox wouldn't take down the whole server unless compromised totally).

If your server wasn't compromised, I'd want big big answers from Network 
Solutions.


You should be able to access your control panel on your server, 
substituting the domain for the IP address.
 From your file manager on your control panel, can you download an image 
(backup or file by file) of all your files.

You should still have FTP access to your server by IP too, so try 
getting a copy of all your files that way.

You should be able to tell if your site was compromised in anyway, and, 
you'll also have an image of your site if they claim otherwise.
