If the netblock owner sez reports for that netblock should go to a 
particular address, why would sc send it anywhere else?

Well, that's new since I last checked.

If one is using the ripe.net Web site and clicks on "Advanced Search" 
(http://www.ripe.net/whois?form_type=simple&full_query_string=&searchtext=&Advanced+Search+Form=Advanced+Search+Form) 
and then click on "Disable e-mail filtering" it goes to 
(http://www.db.ripe.net/db/whois/whoishelp.html#filter_mail) which has 
no reference to -B.
