I'm not seeing the same thing that you are, because you are in a specific
'relationship' with the parser which allows you to create additional
notifieds and the trackers don't show all of that.
However, the SC philosophy is more heavily toward the wishes of the
(potentially) notified than the wishes of the reporter.
If any would-be notified tells SC that they don't want any particular kind
of report, SC generated or reporter additional named generated, then SC is
not going to mail that address a report.
Think about it. Else SC would be 'spamming' the address.
You are at liberty to spam (send unsolicited mail to) whatever you want to
spam (mail unsolicited) from your own generated mail, just not under SC's
aegis.
