No corresponding traffic in the Forum.  No additional complaints in 
any of the other newsgroups.

shows a short unannonced outage of the Reporting System about 0230 
GMT-5 .. but ovbiuosly working after that.  No known issues with the 
SpamCop.net e-mail system.

I haven't seen this error message before.

That error message is typically caused by issues with the spam / 
submittal process itself.

No known reason for that, nor has it been brought up by anyone else. 
Suspect is the "started last night" situation.  Surely there'd be 
other traffic by now, by many, if it was a system issue.

Be that as it may, query sent upstream to ask on your bahlf.
