That would not be 'justice', it would be spamming. If they opt out they may believe they have no control or they may be disinterested in controlling. The reports are a courtesy and a 'heads up' up to those who *are* interested (or who want to give that impression). None of that affects the accrual of 'black marks' counting towards listing in the SCBL (for sources) or (presumably) the SURBL (for spamvertizers). Sending a provider a report does not motivate them to remedy a client spamsourcing or spamvertising, as if one were nagging a spouse or chiding/admonishing a wayward child. Either the provider is already sufficiently motivated or they are not. The only possible purpose of notifying any provider would be if they were both motivated and somehow didn't know about an issue.
