If you have access to another email address, e.g. hotmail, try sending a copy of a spamcop submission email to it. If it doesn't get through, then maybe your ISP is deleting the reports to spamcop thinking that they are "spam". If that is the case, I got around the problem by sending my emails to spamcop directly, bypassing my ISP - I don't know if that solution is available to you. You may find that the spamcop forums give more help.
