Wal-Mart sets the 'specs' and the price they are going to sell if for....
The manufacturer then has to decide if they can build what Wal-Mart wants at
their price...
So if we are talking about PC's they sort of dictate the price and the
manufacturer has to build one that they can sell to Wal-Mart and still make
a profit.
It's not just PC's they do this with..
