For instance, the argument that *all* Chinese have different ethics
toward business dealings is a prejudiced statement - especially
given the various races and ethnic backgrounds of the citizens of
China.  However, it is not a racist prejudice.

Whenever there is prejudice (a prejudgment about an entire race,
nation, or people of a certain ethnic background), there is
unlikely to be a practical solution to any problem.

To make a judgment about the current situation of Chinese ISP
practices can be done.  And there may be several reasons - among
them, greed and unethical practices.  There are also other reasons
such as ignorance - both of the technical aspects of the spam
problem and of the majority opinion about spam.  You can be sure
the spammers are extolling frea speach and free enterprise to them.

But the nice thing about the Internet is that it doesn't care much
for national boundaries or race or morals.  If you behave like a
good netizen, then you are accepted.  If you don't, you aren't.
