We
| have many citizens who cannot and WILL NOT learn to speak English. And we
have
| many accommodations for them also. Please refrain from making stupid

Some parts of Texas/New Mexico folk have lived here for many many
generations (before Texas was Texas much less a state) and more than a few
don't speak English.  Until the past 40-50+ years there were folk in
Louisiana who still believed they belonged to France.
